A Professional Development Program for Senior-Level Public Servants


 

Kimberly Adams, Sr. Staff Analyst Department of Housing, City of Houston, Houston, Texas

Dr. Adams manages the workflow for multiple divisions within the Department of Housing. She
created the architectural design and configuration of the electronic content management system
for her department. Prior to working for the Houston Housing Department, she worked for
the Houston Department of Neighborhoods and she has been an adjunct professor at Texas
Southern University.

Dr. Adams has a Ph.D. from Texas Southern University and an MBA from Jackson State University.
She has a B.S. degree from Southern University and A&M University.

 


 

 

LaTasha Callis, Administrative Manager, Immunization Bureau, Houston Health Department Houston, Texas

Ms. Callis supervises and oversees employees of the Provider Information Education Training
Team (PIED) and Immunization Assessment Compliance Team A (IACT) to ensure successful completion
of federal grants and Bureau objectives, including program development and management.
She develops new initiatives to increase immunization rates across Houston/Harris
County and evaluates and analyzes data to develop and implement new program interventions
as needed. She also selects, hires and trains immunization staff to integrate with Health Department
staff, outside partners and the community at-large. Prior to assuming this role, Ms. Callis
served as Project Coordinator for The Immunization Partnership.

Ms. Callis earned a BA in Spanish from the University of Texas at Austin and is continuing her education
in Healthcare Administration at the University of Texas at Tyler.
 


 

 

Nadia Chandler Hardy, Assistant to City Manager/Director of Neighborhood & Community Services, City of Tacoma, Tacoma, Washington

Ms. Chandler Hardy provides executive leadership to the department of neighborhoods which
manages code compliance, human and social services and community mobilization for the
City of Tacoma. She is also designated as Assistant to the City Manager and in this capacity
oversees the Customer Support (311) Center, the Office of Environmental Policy and Sustainability,
the Hearing Examiner's Office and works directly with the City Manager and City Council. Prior
to her current position, she was with the City of San Antonio, Texas as Management Executive Assistant.
Earlier in her career she was a Legal Assistant for the City of Corpus Christi, Texas.

Ms. Chandler Hardy has her MPA degree from Texas A&M University and her BA in Political
Science from Texas A&M.
 



 

Cynthia Johnson, Center Director, Florida Small Business Development Center Pinellas County,
Economic Development Sr. Manager Business Assistance, Clearwater, Florida

Dr. Johnson is responsible for the design, development implementation and evaluation of entrepreneurial
initiatives and small business coordination with SBA, University of South Florida, city
partners and Pinellas County government. She oversees two division budgets; program quality
control and client service delivery. She also serves as liaison between the business community
and government (local, regional and state level) economic development professionals.

Ms. Johnson earned her Doctorate of Education and M.S. from Nova Southeastern University. She has a B.S. degree from Florida Memorial University.

 



 
Georgetta Kelly, Director of the Department of Human Resources, City of Cincinnati Cincinnati, Ohio

Ms. Kelly provides leadership, direction and oversight of the City's Strategic Human Resources
function, including strategic planning, policy development, implementation and interpretation,
talent acquisition and management, shared services and employee and labor relations. Her
Department also has oversight responsibility for diversity initiatives and compliance. Ms. Kelly
also serves as the Secretary Chief-Examiner for the Civil Service Commission.

Ms. Kelly earned her MPA from the University of Dayton and a BA in Human Resources from
Friends University.
 


 
Baron Poitier Business Analyst, Department of Communication & Information Services, City of Dallas, Dallas, Texas

For the City of Dallas, Mr. Poitier manages the implementation of IT solutions, Court and Detention
Services' lncode environment (a major court case management system), manages a technical
support team in mainframe, mid-range and PC environments and is responsible for applying Project
Management Book of Knowledge (PMBOK) principles. Mr. Poitier is also a Web Designer managing
the City of Dallas Internet and Intranet sites and serves on the City's Employee Advisory
Council.

Mr. Poitier received an AS in Computer Applications and a BS in Politics from New York University
and a MBA degree in Management and Strategic Leadership from the University of Dallas.
 



 
Guadalupe Rios, Financial Analyst IV, Houston Department of Health & Human Services, Houston,
Texas

Guadalupe Rios, in his current capacity prepares and coordinates the Department's budget
and prepares economic projections. He analyzes statistical data for performance that factors
into budgetary and financial resource allocations. Mr. Rios also assists in managing the
finances for the Houston Health Foundation. Prior to working for the City of Houston, he worked
for the Bank of New York Mellon where he functioned as a Financial Analyst on investment
trades and security trust.

Mr. Rios has a BBA from the University of Houston and will complete his MBA at the Houston
Baptist University in December of 2016.
 




 
Renee Tyler, Fleet Acquisition, Ports and Special Projects Manager, City of Little Rock Fleet Services,
Little Rock, Arkansas

As Division Manager for Acquisitions, Ports and Special Projects, Ms. Tyler's responsibilities include
the procurement of vehicles and ports, APOs, RFPs and inventory control for all Fleet
assets belonging to the City of Little Rock. She also manages the City's fleet acquisitions and
replacement needs according to deadlines and within budget, serves as liaison for the fleets
legislative and state government and identifies alternative energy and fueling projects beneficial
to the City of Little Rock. Ms. Tyler crafted the marketing initiative for the opening of the City of
Little Rock's CNG station in 2013. Prior to her employment in Little Rock, Ms. Tyler served as the
Chief of Staff to the Speaker Pro Tempore of the New Jersey Assembly.

Ms. Tyler earned a BA degree from the University of Arkansas in Fayetteville.

 




 
Garrick T. Williams, Director, Joint Base San Antonio Energy Solutions, CPS Energy, San Antonio,
Texas

Mr. Williams' duties include partnering with the Joint Base San Antonio to ensure energy reliability,
promote energy conservation and attain energy efficiency goals with CPS' largest
customer in San Antonio. Prior to his current position, Mr. Williams served as Chief Project
Development in the U.S. Air Force. There he managed such programs as Public Works, Fire
and Emergency Services, Disaster Preparedness, Transportation, Police, Human Resources and
Logistics.

Mr. Williams earned on MBA from Strayer University and a BS from Southern University and A&M
College.

 

 
Roderick Williams, Fire Chief, Orlando Fire Department, Orlando, Florida

Chief Williams' duty consists of providing counsel and administrative leadership to and for the
Mayor and the city's Chief Administrative Officer (CAO is equivalent to City Manager) in all matters
of public safety pertaining to the development and maintenance of City fire protection.
Prior to assuming the position of Fire Chief, Mr. Williams served as the Deputy Fire Chief for the
City of Orlando.

Chief Williams received an AS Degree in Emergency Medical Services from Valencia State
College, a BS in Organizational Management from Palm Beach Atlantic University and expects
to earn on MA in Management and Leadership from Weber University.
