NFBPA 2013 NATIONAL SCHOLARSHIPS
J-DOS International
The J-DOS International scholarship will be awarded to an African-American graduate or undergraduate student interested in pursuing a career in public service. J-DOS International, member of the NFBPA National Corporate Advisory Council, has agreed to offer an award of $2,500 to a deserving student. This award is designed to help NFBPA further achieve its mission of attracting the best and brightest African Americans to careers in public service.
Eligibility
Applicants must be full-time students, working towards an undergraduate or graduate degree in public administration, political science, urban affairs, public policy, or a related field. Candidates should have excellent interpersonal and analytical abilities. Strong oral and written communication skills are a must. Candidates should have at least one full time semester remaining (after May 2013). While this is not a needs-based award, applicants who are currently receiving full tuition and stipends will not be considered.
CIGNA HealthCare SCHOLARSHIPS
In an effort to support the education and development of African-American students and prepare them for careers in public administration, CIGNA HealthCare, a member of the NFBPA National Corporate Advisory Council will offer three scholarships to three students preferably attending Historically Black Colleges and Universities (HBCU). The scholarships being provided are: two $5,000 scholarships for two graduate students preferably attending an HBCU, and one $10,000 scholarship for an undergraduate student preferably attending an HBCU.
Eligibility [$5,000 Graduate Scholarships]
Applicants must be full-time students, working towards a graduate degree in public administration, political science, urban affairs, public policy, or a related field preferably at an HBCU. Candidates should have excellent interpersonal and analytical abilities. Strong oral and written communication skills are a must. All applicants should have a 3.0 or better grade point average. Candidates should have at least one full time semester remaining (after May 2013). While this is not a needs-based award, applicants who are currently receiving full tuition and stipends will not be considered. Application packages for the CIGNA $5,000 Graduate Scholarship should include:
- A three-page essay on the following topic: In your opinion, what are the five most critical skills public administrators ought to possess, and why?
Eligibility [$10,000 Undergraduate Scholarship]
Applicants must be full-time students, working towards an undergraduate degree in public administration, political science, urban affairs, public policy, or a related field preferably at an HBCU. Candidates should have excellent interpersonal and analytical abilities. Strong oral and written communication skills are a must. All applicants should have a 3.5 or better grade point average. Candidates should have completed one full-time college semester, and have at least one full-time academic year remaining (after May 2013). The scholarship requires verification of financial need (applicant must submit FAFSA documentation). This is a needs-based award so applicants who are currently receiving full tuition and stipends will not be considered. Application packages for the CIGNA $10,000 Undergraduate Scholarship should include:
- Scores from the American College Testing (ACT) program or the Scholastic Aptitude Test (SAT) administered by the College Entrance Examination Board.
- A copy of your Application for Federal Student Aid (FASFA) Student Aid Report (SAR)
- A three-page essay on the following topic: In your opinion, what are the five most critical skills public administrators ought to possess, and why?
CPS HUMAN RESOURCE SERVICES
The Walter Vaughn Excellence in Human Resources Scholarship in the amount of $2,500 will be awarded to a deserving African-American graduate or undergraduate student currently enrolled in an accredited college or university to support their education and development. The scholarship, established by CPS Human Resource Services, is designed to promote and encourage advancement in the practice of Human Resource Management and to develop strategic leaders pursuing studies in the field of human resource management.
Eligibility
Applicants must be full-time students, working toward an undergraduate or graduate degree in public administration, human resource management, or a related field. Applicants must be involved in extra-curricular activities (excluding athletics) and should have excellent interpersonal and leadership abilities. Strong oral and written communication skills are a must. All applicants should have a 3.0 or better grade point average. Applicants should have at least one full time semester remaining (after May 2013) and be enrolled in the upcoming fall semester.
JOHNNIE L. COCHRAN, JR. /MWH SCHOLARSHIP
The Johnnie L. Cochran, Jr. / MWH Scholarship will be awarded to an African-American undergraduate or graduate student interested in pursuing a career in public service. MWH, a long-standing member of the NFBPA National Corporate Advisory Council has agreed to offer an award of $5,000 to a deserving student. This award is designed to help NFBPA further achieve its mission of attracting the best and brightest African Americans to careers in public service.

RA CONSULTING SERVICES / MARIA RILEY SCHOLARSHIP
The RA Consulting Service Maria Riley Scholarship will be awarded to an African-American undergraduate or graduate student pursuing a degree in engineering technology. Herb R. Riley, President, RA Consulting Services, and longtime NCAC NFBPA member, has designated $2,500 to support the education and development of public administrators serving in the engineering and information technology fields.
Eligibility
Applicants must be full-time students, working towards an undergraduate or graduate degree in engineering or information technology. Candidates should have excellent interpersonal and analytical abilities. Strong oral and written communication skills are a must. All applicants should have a 3.0 or better grade point average. Candidates should have at least one full time semester remaining (after May 2013). While this is not a needs-based award, applicants who are currently receiving full tuition and stipends will not considered.
WILLIE T. LOUD - CH2M HILL SCHOLARSHIP
The Willie T. Loud -CH2M Hill Scholarship will be awarded to an African-American undergraduate or graduate student pursuing a career in public service. Since 1997, CH2M Hill has offered this award of $5,000, to a deserving student pursuing a career in public administration, urban affairs, or a related field. This scholarship is designed to assist NFBPA to further achieve its mission of grooming the next generation of African Americans for careers in public service.
Eligibility
Applicants must be full-time students, working towards a Bachelor's or Master’s degree in Public Administration or a related field. They should have strong interpersonal skills, excellent writing, analytical and oral communication abilities. All applicants should have a 3.0 or better grade point average. Candidates should have at least one full time semester remaining (after May 2013). While this is not a needs-based award, applicants who are currently receiving full tuition and stipends will not be considered.
The National Forum for Black Public Administrators – Washington, DC Chapter (NFBPA-WDC) has established the Jerry N. Johnson Scholarship Award to recognize an African-American or minority graduate student working towards a Master’s degree in Public Administration or a related field who exemplify outstanding leadership, scholarship, and public service. Jerry N. Johnson is the General Manager of the Washington Suburban Sanitary Commission in Laurel, Maryland and is the immediate past President of NFBPA. He was the first General Manager of D.C. Water & Sewer Authority in Washington, D.C. and has held positions in the City Managers offices in Alexandria and Richmond Virginia, along with serving as Senior Planner for Charlottesville, Virginia. He exemplifies how today leaders should be prepared to give solid direction with a plan of action and the tools to perform optimally. NFBPA-WDC will offer a $4,500 award to a deserving student interested in pursuing a career in public service. This award is designed to help the chapter further achieve its mission to develop the professional growth of African-Americans for successful careers in the public sector.
All Application Packages should include:
• A 500-word essay on your prior or current public or community service involvement and how it has influenced your future aspirations in public administration. (Using 8½” x 11” white paper; triple-space after the title and double-space the body of your essay, using 1” margins all around. No extra documents such as pictures and certificates are allowed.)
ELIGIBILITY
Applicants must be a District of Columbia resident or attend a college or university in the District of Columbia. The students must be currently enrolled and matriculating at the university level, working towards a graduate degree in public administration or a related field. Candidates should have strong oral and written communications skills, as well as, excellent interpersonal and analytical abilities. All candidates should have a 3.0 or better grade point average. Candidates should have at least one semester remaining after May 2013.NFBPA MARYLAND CHAPTER SCHOLARSHIP
Eligible candidates, for the two $1,500 award, must be enrolled as a full time student in good standing in a public administration, public policy, political science or related field at an accredited Maryland college or university or be a resident of the state of Maryland but enrolled in school elsewhere, in which case proof of residency is required. The application package for the NFBPA Maryland Chapter Scholarship should include the additional requirements of a;
• Three-page essay highlighting a public administration/public policy issue of concern and interest, and outlining a set of recommended goals and strategies to effectively respond to the issue.
• Proof of Maryland residency if not enrolled in a Maryland school.
MAYNARD H. JACKSON / FULL CIRCLE COMMUNICATIONS, INC. SCHOLARSHIP
The Honorable Maynard H. Jackson identified 5 Leadership Traits for Success that he emphasized to the youth he mentored: honesty, hard work, courage, self-discipline and self-improvement. The recipient of this scholarship will embody these traits. This award is designed to help NFBPA in their commitment to support young minorities who strive for academic excellence, while maintaining a passion for giving back to their local communities and/or those in need.
ELIGIBILITY• Applicants must be enrolled as a full-time student at an accredited institution, working towards an undergraduate or graduate degree in public administration, political science, urban planning, public policy, business administration or a related field.
• Candidates should exhibit a well-balanced focus of both academic excellence and volunteerism\community involvement.
• Strong leadership and communication skills (oral and written) are essential.• All applicants should have a 3.0 or better grade point average (on a 4.0 cumulative scale).
• Candidates should have at least one full semester remaining (after May 2013). Applicants who are currently receiving full tuition and stipends will not be considered.
FORUM 2013 SCHOLARSHIPS
• A completed FORUM 2013 Conference Registration Form
• Two letter’s of reference from University Faculty / Instructors.
• A brief typed essay on Ethical Decision-Making: The link between Ambiguity and Accountability, What is ethics in Public Service? Limit the essay to three pages using 8 ½” x 11” white papers, using your NAME and ESSAY title as your introduction Triple-space after the title and Double-space the body of your essay using one inch margins all around. (No extra documents such as pictures, news clippings, etc., are allowed.)
