ACADEMIC ADVISORY COUNCIL

The Academic Advisory Council generates support for NFBPA programs within institutions of higher learning and increasing the participation of graduate students in NFBPA.  The Committee coordinates the development and implementation of the annual FORUM poster contest with local academic institutions.  

AWARDS COMMITTEE  

The Awards Committee conducts the annual marketing, selection process, and evaluation process for the following NFBPA annual awards in accordance with the guidelines/criteria established by the Board of Directors. 

The awards include Marks of Excellence, Hall of Fame, Stephen D. Ford “Young Public Administrator”, Jacqueline L. Whitman, Educator of the Year, and the Yvette P. Harris award.    

BUILDING GREATER FUTURES COMMITTEE

The Building Greater Futures (BGF) Committee provides support and resources to NFBPA members not currently in public administrationThis includes students, members-in-transition, and retired members.  The objective is to provide members with a voice, expand NFBPA’s reach, and build upon institutional knowledge in the field of public administration.  Coordinating with local chapters, the Committee provides technical assistance on the development and implementation of Public Administration Day activities at the local level. Working in coordination with the Program and Public Policy Committee, the Committee assists with the development and implementation of the annual Public Administration Day activity hosted at the FORUM national conference  

BYLAWS AND ELECTION PROCESS REVIEW COMMITTEE

The Committee is responsible for the creation and maintenance of the organization’s bylaws; serves as a resource for the Board of Directors, Chapters, and Members for questions related to the bylaws and parliamentary procedure; and presents recommendations to the Board of Directors for amendments to the bylaws, within the established timeframes and guidelines.  

CONFERENCE PLANNING AND EVALUATION COMMITTEE 

In coordination with the National Office, and Local Chapter (where it exists), and meeting planner consultant, the Conference Planning and Evaluation Committee (CPEC) provides input and assists with the development of program content which enhances the knowledge of the attendees of the annual conference, known as the FORUMCPEC also ensures that an evaluation of the annual FORUM is provided to the attendees. 

 

The Committee’s duties include ensuring relevant topics for workshops, identifying workshop panelists, suggesting keynote speakers, and recommending other state-of-the-art educational and networking activities to ensure an overall positive experience for attendeesAlso, the Committee works with the Executive Director to recommend an annual FORUM budget, which meets the financial goals and expectations of the Board of Directors. The committee assists the National Office with the review of potential conference locations, including the physical review of potential sites, and makes recommendations to the Board of Directors.  

EMERGING LEADERS COUNCIL  

The Emerging Leaders Council (ELC) guides the programmatic activities for  members under 40. The ELC is comprised of local chapter Emerging Leader designees and volunteers The ELC will work collaboratively with other National Committees to implement the activities identified in the Strategic Plan.   

 The ELC recommends activities and programs to be held at the annual FORUM.  



FINANCE AND INVESTMENTS COMMITTEE 

The committee is responsible for the oversight and guidance on all fiscal operations of the organization and provides advice and recommendations to the Board of Directors on financial matters. This includes the annual operating and conference budgets; review of the monthly financial reports; oversight of the annual audit of the organization including implementation of corrective actions as needed. The committee also monitors chapter compliance with the submission of financial reports and financial procedures. The committee ensures that financial policies and procedures are up to date. 

The committee also reviews investment policies, oversees fund advisor selection and strategy, and monitors fund performance to ensure the best possible investment outcomes for the organization. The committee also makes recommendations as needed to the Board of Directors. 

GLOBAL AFFAIRS COMMITTEE 

The Global Affairs Committee develops and manages NFBPA’s overseas partnerships. This includes efforts to enhance current organizational partnerships, draws practical benefits from these relationships including ideas/resources that mutually benefit members, and elevates NFBPA’s recognition within the global public administration sector. 

The Committee also establishes strategic partnerships with organizations that focus on international priorities. Organizations include: the African Association for Public Administration and Management (AAPAM), the Consortium for International Management, Policy & Development (CIMPAD), and the South African Local Government Association (SALGA). 

The work of the committee is carried out by two sub-committees: 

  • Strategy Team: 

  • Aligns NFBPA’s international work with organizations focusing on programs, public policy, and positions that move the global agenda.  

  • Committee Implementation Team: 

  • Assists in the development of international programming for the annual FORUM conference, in collaboration with NFBPA’s international partners and CPEC. Promotes member education on international issues and, where possible, uses member expertise to improve public administration best practices internationally.  


FUND DEVELOPMENT COMMITTEE 

This Committee oversees the development and implementation of the organization’s Fund Development Plan and makes periodic updates as needed. The Fund Development Plan reflects the short-term and long-term funding needs of the organization and encompasses the needs of the various committees and program activities of the organization.   The committee identifies funding opportunities in coordination with the Executive Director for consideration of the Board of Directors. The Committee, in conjunction with the Board of Directors, identifies resources to support the overall organization. 

HUMAN RESOURCES COMMITTEE

As needed, recommends to the Board additions, and modifications to the organization’s existing personnel policies—captured in the document entitled “Employee Handbook.” The committee provides assistance to the Executive Director on policy issues, personnel matters, and operational best practices. Manages evaluation process for Executive Director with Executive Committee.  

The committee also reviews employee benefits, compensation, and retirement plans and provides recommendations to the Board of Directors.  

In coordination with the Program and Public Policy Committee, the Human Resources Committee oversees the Member Individual Development Plan Initiative and promotes the marketing of the NFBPA Career Center for NFBPA Members.



MARKETING & BRANDING COMMITTEE 

The Committee is responsible for developing criteria for using the NFBPA brand, identifying new markets to recruit NFBPA members and establishing brand protocolsThe Committee is also responsible for overseeing NFBPA’s social media presence and ensuring compliance with organizational brand standards.     

In coordination with the National Office, chapters, and committees, the Marketing & Branding Committee develops an overall marketing strategy for the organization and ensures the implementation of marketing activities as reflected in the Strategic Plan.  

MEMBERSHIP COMMITTEE 

The Committee develops and promotes initiatives to increase and retain membership and to recognize member advancements. The Committee coordinates with ELI and Mentor Program Alumni, COP, and the Emerging Leaders Council to align membership-related initiatives and activities 

In coordination with the COP, the Committee will lead the semi-annual membership recruitment/reclamation campaigns. The Committee also will provide leadership for periodic member surveys, provide results to the organization, and report quarterly on the results of the membership-related initiatives.   


NOMINATING COMMITTEE 

The Committee requests and evaluates candidate applications for positions on the NFBPA National  Board of Directors. It develops and presents a slate of nominees to the Board at the Winter Quarterly Meeting, in accordance with the NFBPA bylaws.  The Committee shall consider geographic and gender representation in developing the slate of nominees and abide by the established criteria for board member selection. 

 

PROGRAM AND PUBLIC POLICY COMMITTEE 

The Program and Public Policy Committee evaluates the flagship programs of NFBPA and from time to time makes recommendations on changes/improvements to program areas to the Board of Directors. Drafts Policy Statements on current pressing issues for Board review and consideration. Reports Quarterly on the results of the program related focus areas. Develop topics and suggest potential speakers for the Public Policy Plenary at the annual conference (FORUM). The Program and Public Policy Committee serves a dual role through two Sub-Committees: The Program Sub-Committee and the Public Policy Sub-Committee. 

The Program Sub-Committee: In coordination with the Executive Director and designated National Program Staff assists in the evaluation, review, and promotion of the NFBPA programs and makes recommendations to the Board of Directors regarding  program  modifications as needed. In coordination with the Building Greater Futures Committee, hosts the annual FORUM Public Administration Day.  

The Public Policy Sub-Committee: In coordination with the National Office and  NFBPA’s external assistance, develops and presents policy positions for review and concurrence of the Board of Directors. In coordination with the National Office, advises on the development and hosting public policy briefings for the NFBPA membership. In coordination with the National Office and FORUM Conference Planning and Evaluation Committee plans and makes recommendations for the Annual Public Policy Plenary. 

The Committee Chair and Co-chairs report quarterly to the Board of Director on public policy activities, positions and key policy actions in the NFBPA Strategic Plan to the Board of Directors. 

STRATEGIC PLANNING COMMITTEE 

The Strategic Planning Committee, working in concert with the Board of Directors, Executive Director, National Committees, and Councils, will oversee the implementation of the NFBPA Strategic Plan. The Committee will provide technical  assistance to all National Committees and Councils to monitor and report on progress toward achieving the priorities of the Plan. The Strategic Plan is an important tool for providing strategic direction for the organization. The Committee Chair and Co-chair will provide quarterly updates to the Board of Directors on the progress of implementation.  

SUSTAINABILITY COMMITTEE 

The Sustainability Committee provides guidance to the Board of Directors on the identification and development of potential sustainability projects and initiatives. The objective  is to promote and maintain a balanced approach to addressing the economic and environmental needs of the communities that NFBPA members serve and where they reside. The goal is to identify and implement sustainable best practices that mutually benefit communities and stakeholders. 

TECHNOLOGY COMMITTEE 

The Technology Committee provides oversight and guidance in the development, expansion and effective utilization of NFBPA’s technology and/or capabilities. The Committee provides recommendations to the Board of Directors and National Office regarding selected technology issues and/or programs to enhance program service delivery. The Committee will address the technology priorities reflected in the Strategic Plan and assess the committee’s overall charge.
